What "signal" would God send to gather his people? (Zechariah 10:8, NIV)

Zechariah 10:8 NIV

 "I will signal for them
    and gather them in.
Surely I will redeem them;
    they will be as numerous as before."

Zechariah 10:8

ESV - 8 I will whistle for them and gather them in, for I have redeemed them, and they shall be as many as they were before.

In my opinion, the precise manner in which God would or will "signal" his dispersed people in fulfillment of the prophecy cited in the question is not the central point of that passage, but rather that He will, in fact, issue such a summons. 

Varying tranlsations or interpretations of this verse mention the manner in which bees are incited to swarm by a hissing sound, or the way in which sheep recognize and move toward the distinctive sound of a whistle from their shepherd. If even these "lower" creatures recognize a call that is meant for them, God's people will also hear and heed His call in whatever form it may take, or wherever in the world they might be scattered.

Surely, if God is capable (as He certainly is) of such a gathering process (with all its logistical difficulties), it is even more within the realm of His powers to devise a signal (in whatever form it may be given) that those who are being summoned will unmistakably recognize and respond to.
