When is suffering the will of God?

Is suffering really part of God’s will for our lives?

1 Peter 4:19

NKJV - 19 Therefore let those who suffer according to the will of God commit their souls to Him in doing good, as to a faithful Creator.

This verse does not say that suffering is the will of God. If you use proper punctuation, it will read:
"Therefore, let those who suffer, [then] according to the will of God, commit their souls to Him in doing good, as to a faithful Creator."
The 'according to the will of God' does not apply to the suffering, but to the committing.
