The ten horns in revelation stand for ten kingdoms. Egypt, Babylon, Medo-Persia, Greece, Rome, and the final kingdom of Antichrist with it the seventh and eighth kingdom because of his delusional Resurrection. Horns represent power. Revelation 17:12 says the ten horns are kings who receive authority for one hour (year) together with Antichrist. They give their authority to the beast and then make war on the Lamb, who will utterly destroy them.

Revelation 17:7-11 say that the beast has “seven heads and ten horns.” The seven heads are “seven hills on which the woman sits” (Rev 17:9) and “seven kings” (Rev 17:10). These heads are the same as the ones on the dragon of Revelation 12 and the beast of Revelation 13. They represent the great world empires which Satan uses to persecute God’s people. Five of these powers mentioned in the books of Daniel and Revelation are Babylon, Medo-Persia, Greece, Pagan Rome and Papal Rome. 

At the end of time the Papal Rome power will increase, her deadly wound will healed (Rev 13:3) and again will persecute God’s people. 

Rome was built on seven hills and is known as the “City of Seven Hills.” The phrase “seven mountains on which the woman sits” also serves to link the “woman” with the city of Rome establishing her once again as the Roman Catholic Church.

Good question, Rob! The 10 horns symbolize the 10 rulers which head a 10-nation federation which will shape in the west and will be headed by Antichrist (Dan. 7:23-24; Rev. 13:1).

The context of the question is this: The woman represents a corrupt religious system depicted by the city of Babylon (Rev. 17:8). The beast represents various kings (Rev. 17:9). Some have already ruled (Rev. 17:10-11). One king will be the most powerful (Rev. 17:13). Ten kings are yet to rule (Rev. 17:12). These kings will destroy the woman but will themselves be destroyed by the Lamb (Rev. 17:14-18)

The ten horns mention in Chapter 17, verse 12, stand for billionaires, and if one reads verse 12, it is as follows: “And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.” Which means the following;

And the ten horns which John witnessed are ten billionaires, which have no presidential term as yet, but receive authority as leaders, one hour with the president (Obama).

These are the billionaires from BIG TECH (FB, Google, Twitter E-Bay....) who bankrolled Obama under the authority of Davos, to start covert ops, Russia Collusion Dossier, Mueller Report, impeachment, insurrection (Rev 17:14) against a president elected by the people (Trump).
