ESV - 39 But Jesus said, "Do not stop him, for no one who does a mighty work in my name will be able soon afterward to speak evil of me.

To me, what Jesus was saying was that the ability of an individual to perform a supernatural act (such as a healing or other "miracle") by invoking His name was indicative of possession of a degree of true faith in Him (as well as evidence of the Holy Spirit working through that individual) that it would then be highly unlikely for that same indivdual to depart from that faith so soon or quickly, or to such a degree, that the same individual would actually speak evil of Jesus. (As Paul later said in 1 Corinthians 12:3, no one speaking under the influence of the Holy Spirit can say, "Jesus be cursed.") His other point was that powers that the apostles thought of as belonging by right to them alone (due to their close personal association with Jesus) were not to be viewed or available in such a restricted or limited sense, but could potentially be granted or available to any individual who possessed the requisite faith.
