ESV - 1 Now a certain man was ill, Lazarus of Bethany, the village of Mary and her sister Martha. 2 It was Mary who anointed the Lord with ointment and wiped his feet with her hair, whose brother Lazarus was ill.

Humans can raise the dead but only through what limited power they have, such as CPR, or defibrillator. This only can be done if dead in the sense the heart stops, but not once the brain is dead. But the Holy Spirit, which gives life, can return a person to life even if the person is already decomposed. To see how this is done see Ezekiel chapter 37. Jesus raised the dead by use of the Holy Spirit, so did Paul and the apostles. Your question of how someone could raise the dead should really be: Is there anything God isn't capable of? And that answer is No!
