ESV - 15 You shall count seven full weeks from the day after the Sabbath, from the day that you brought the sheaf of the wave offering. 16 You shall count fifty days to the day after the seventh Sabbath. Then you shall present a grain offering of new grain to the Lord.

As God said in the verse cited in the question, the instruction to farmers not to reap to the very edges of their fields, but to leave some of the crop unharvested, was an act of provision, generosity, and mercy on God's part (and, by extension, also a commendable act on the farmer's part for which, by implication, God would reward him) toward the poor and the foreigners living in the land (who would not have land or crops of their own, or sufficient resources to buy grain from others) to keep those individuals from starving as a result of lack of food.
