Certainly not. To teach that doctrine would be to believe God's will was for that person to drive too fast and be killed in a wreck, or get tired swimming and give out and drown, or let a baby swallow a marble and choke to death.etc... Scripture declares over and over God is good, long suffering; God is Love. Jesus said he came to give life AND give it more abundantly. I can look at my child's life and actions and know their outcome. God knows ALL things; doesn't mean he wills us to choose bad or others to cause bad on us.
In Psalm 139:16 it says: “Your eyes saw my unformed body; all the days ordained for me were written in your book before one of them came to be.”
