ESV - 1 Behold, a king will reign in righteousness, and princes will rule in justice. 2 Each will be like a hiding place from the wind, a shelter from the storm, like streams of water in a dry place, like the shade of a great rock in a weary land.

The Hebrew word (anglicized as "shaqat") that is translated as "quietness" in the cited verse appears 41 times in the Bible. It does not refer to an absence of sound, but is expressed by words such as "rest", "calm", or "undisturbed" that describe a quietness of spirit or disposition. It is that attribute on a larger or even universal scale that the prophet is saying will characterize not only temporal events (such as the reign of King Hezekiah), but also (speaking in a dual sense as Old Testament prophecy often does) the entire earth under God's direct future rule.
"Silence is golden" is what my wife says to me. She is referring to the peace that she would like to have at the moment. And this righteousness will bring peace. Yes, it will bring quietness and confidence forever. Isaiah 32:17 "And the work of righteousness shall be peace; and the effect of righteousness quietness and assurance forever." The false ease and security of the women in v. 9 ["Rise up, ye women that are at ease; hear my voice, ye careless daughters; give ear unto my speech."] are replaced by genuine rest and security that comes from the righteousness of God. After giving that some hours of thought, I came back and said, "I agree with you, David. But when Jesus comes back [to rule and reign], it will happen. " He then agreed and said, "this has been an interesting conversation, and I have enjoyed it." "Likewise," I replied and am praying for more opportunities to witness to this Jewish unbeliever.
I believe that it is a peace in your soul that you get when all is well with you. When you are in right standing with Father God, all is well with my soul. Peace comes and there is no condemnation. Peace beyond understanding.
