Romans 1:6: "For I am not ashamed of the Gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and for the Greek." Every believer in Christ is indwelled from the moment that He accepts Christ in faith. Romans 8:9: "But you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you." The filling of the Spirit occurs again and again in the Christian life. There is an old story...every week at church the preacher would call for those who needed to dedicate their life to God and be filled with the Spirit to come to the altar. Week after week, the same man would go to the altar. Another man asked him, “Why do you do that?” The man answered, "He leaks!" We need to stay close and listen to the Spirit that is within.
I would express it as follows: Indwelling by the Holy Spirit is a one-time event that occurs to a Christian when he or she first believes (that is, places faith in Christ for salvation). Being filled with the Holy Spirit is a repetitive event that a believer can (and should) request from God. However, that request will be effectual only if the requester is yielded to God as to the purpose of that filling. Such filling can be lost if the requestor rebels against the will of God for his or her life, but can be restored through repentance. Being filled with the Spirit is the opposite of fulfilling the desires of the flesh (Galatians 5:16).
