The four creatures are spiritual picture of the coming forth of the perfect man after the fall in Genesis. 

The cherub is symbolic of the restored man in the image and likeness of God. Gen.3. It is also a picture of apostolic restoration of the church and the apostolic leadership. 

The no 4 is a number of the corporate man, an emerging company of mature sons of God, face of a man-mature man, ox-labourer/ burden bearer, eagle-prayer/ worship and lion-kingdom/strength.
It is seen in Exodus at Moses tabernacle and the temple as inanimate figures. 
In Ezekiel they become alive. In revelation they have grown to a mature corporate church that worships and does all the will of God on earth.

This creature sings about redemption in the blood, so they cannot be Angels.
The creature is symbolic or a picture of the process of a restored corporate man on the earth who does all of God's will. The process is seen as beginning with two wings in Exodus to six wings in the book of Revelation meaning growth to maturity. From no eyes to many eyes in revelation. A sign of growing in visibility, revelation and understanding of God's ways and will on earth by his people. 

The creature is the covering cherub and is anointed. Angels are not anointed and do not cover the throne. They are ministering spirits.
