By my reading of relevant Scripture, in seeking to take permanent possession of land that had been passed down through Naboth's family line, Ahab was violating the provisions of the Mosaic Law (specifically Leviticus 25). Naboth therefore had the force of established God-given law on his side -- a consideration that would have given him the confidence to refuse as he did, and that Ahab (especially considering his position as king) should have honored. (And even Jezebel -- as wicked as she was --- still apparently felt compelled to at least preserve the appearance of justice by having Naboth accused (even though falsely) and condemned, rather than through Ahab just taking the land with no effort to disguise the illegality of his action.)
