In my opinion, Job's statement was a form of expression in that time period and culture (especially prior to Christianity) that indicated strong negative emotion regarding present circumstances, rather than being a literal wish that one had never been born; an adverse reflection on one's character arising from sinfulness or anger at God (since the prophet Jeremiah expressed himself similarly in Jeremiah 20:14-18); or incorrect knowledge of God's eternal plans (since Job himself elsewhere indicated proper awareness of his eternal destiny in the passage cited in the question (Job 19:25-27)).
