In my opinion, the lioness represents the "mother" nation of Israel, which is succeeded (following the captivity of the ten northern tribes) by the legitimate princely Davidic line of the southern kingdom of Judea. The lions among whom she lay down were the surrounding heathen kingdoms. Over time, Judea and its rulers (particularly Jehoahaz (verse 4) and Jehoiachin (verse 9)) had allowed itself to become as one of those kingdoms by adopting their cruelty and ferocity.
