Your question: Who is the beast in Revelation?

Most people believe the beast in Revelation is the false Christ. Others call the beast the Antichrist. This is not the case. In order to understand what the beast represents, you must know the history of the beast. 

In Revelation, the beast is explained in great detail. 

We see the beast is described as having seven heads and ten horns. 

Revelation 13:1: “And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy."

In Revelation, another description is given concerning the beast.

Revelation 17:8: “The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is. And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth. And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space. And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."

When comparing these two scriptures, we see the beast represents kings with their rule. John was told at the time of the revelation that five of the kings had already ruled. One was ruling, and one was yet to come. The one ruling was the Roman Empire. The one to follow him was the Ottoman Empire. 

By these scriptures, you can see the beast represents a set of kingdoms that will rise and rule. 

The answer to your question is that the beast is a kingdom that rises and rules.

Scripture states that after these seven kings rule, another would rise. He is the eighth. He will rule with ten nations joining him. This is the ten horns seen in Revelation 13. These ten nations are also described in greater detail in Revelation 17. 

Revelation 17:11: “And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition. And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.”
