ESV - 8 Then shall your light break forth like the dawn, and your healing shall spring up speedily; your righteousness shall go before you; the glory of the Lord shall be your rear guard.

At the time of the prophecy from Isaiah noted in the question, the southern kingdom of Judah was being afflicted by God because of its hypocrisy. The kingdom was relying on the observance of religious rituals to please God, while at the same time engaging in actions that were not consistent with their professed beliefs, such as: -- quarreling -- strife -- fighting -- being unjust toward the oppressed -- not sharing food, shelter, and clothing with the hungry, homeless, and destitute (including disregarding the welfare of members of their own families) God was telling Judah that, when they would repent of these sins and do what was right, then (as noted in the verse cited in the question) God would look favorably upon them (likened to light dawning upon them), and the afflictions that He had brought upon them would cease (likened to the physical healing of a wound).
