The difference between the Holy Spirit and angels is that the Holy Spirit is the third Person of the Godhead, and is God. The angels are spirits, and his ministers a flame of fire; recorded in Hebrews 1:7. We see how the Holy Spirit descended in the form of a dove at the baptism of Jesus in Matthew 3:16, and is called the Spirit of God! Jesus speaks of the Holy Spirit as a Person in John 14:26; 15:26, and in John 16:7-15. An example of an angel ministering to one of God's servants in the Old Testament is found in 1 Kings 19:5-8, and as a flame of fire in Exodus 3:2-4. Lastly, we see where an angel was sent from heaven to strengthen Jesus in the Garden of Gethsemane as He was praying in Luke 22:41-45.
