Ezekiel 1:1 - 28
ESV - 1 In the thirtieth year, in the fourth month, on the fifth day of the month, as I was among the exiles by the Chebar canal, the heavens were opened, and I saw visions of God. 2 On the fifth day of the month (it was the fifth year of the exile of King Jehoiachin).

It seems to me without getting long-winded, that the whole point of Ezekiel 1 was to give God a chance to show off His majesty and power. God was not impotent nor was He wringing His hands wondering what was going to come of Israel in captivity, but quite capable, powerful and altogether sovereign over heaven and earth. God is never mocked nor is He caught off-guard. All of heaven and earth are in the power of His hands, and He'll do as He pleases with mankind.
