ESV - 12 On their hands they will bear you up, lest you strike your foot against a stone. 13 You will tread on the lion and the adder; the young lion and the serpent you will trample underfoot.

Satan cited this passage to Jesus in Matthew 4:5-7 when tempting Him to throw Himself down from the top of the temple, relying on God the Father to save Him from injury or death. In response, Jesus quoted Deuteronomy 6:16 commanding believers not to put God to the test. In the context of the cited verses in Psalm 91, believers are to have faith in God working for their good, which may encompass preserving them from many possible hazards (including some that we may never even know about in this life). At the same time, however, God is both omniscient and outside of time, having eternal perspectives of actions and their consequences that are not available to us. Believers are therefore not to unnecessarily or gratuitously expose themselves to those hazards in the expectation of being kept safe, which amounts to questioning God's judgment.
