As best I can determine, the literal diaspora to which Peter was referring began during the rule of the Roman emperor Claudius (who reigned from AD 41 to AD 54), and did not have a clearly defined end.

However, in a larger spiritual sense, Peter could also have been referring to Christians' status as exiles (or "strangers" as some translations render it) on earth whose ultimate eternal "home" or destination is in Jesus' presence (whether that is regarded as heaven or His kingdom on earth at His return).
