By my reading of the cited passage, God's sentiment was based on the fact that Judah was depending completely on ritual observances (such as sacrifices and appointed religious feasts) to win God's favor, while at the same time engaging in conduct that completely disregarded obedience to God's commandments regarding interpersonal conduct and also even true love of God Himself.

The people, rulers, and religious authorities of Judah felt that, as long as required sacrifices were being offered, it didn't matter to God how greatly they sinned against Him by their actions. However, God made clear in passages such as 1 Samuel 15:22, Proverbs 21:3, and Hosea 6:6 that such mere ritual observances were unacceptable to Him if not also accompanied by obedience in personal actions.
