Individuals have free will, but (as indicated in the cited verses) God will cause their cumulative actions (both singly and as nations) to work together in a way that finally results in the end state that He (in His omniscience and omnipotence) intends to achieve, even when any such individuals or nations deliberately seek to replace His will with their own. In the specific case of believers, this was noted by Paul in Romans 8:28.
Dear Anonymous, I believe that the Lord shows His strength and control over the nations by His commandments. In this case, we see the LORD who gave the commandments to Jeremiah the prophet to speak to the kings. He commanded them to submit to Nebuchadnezzar, the king of Babylon, and if they refused, they would have to suffer the consequences for their disobedience. And, yes Daniel 4 does reveal to us the pride of king Nebuchadnezzar, and how he was humbled and acknowledged that Yahweh was sovereign over all! Yahweh is sovereign over all, and we should humbly submit ourselves to His will!
