Hebrews 9:15 says Christ is mediator of a new covenant so that “those who are called may receive the promised eternal inheritance,” and it immediately defines the scope of that calling: “...since a death has occurred that redeems them from the transgressions committed under the first covenant.” That statement limits the audience. Gentiles were never under the first covenant, so the verse cannot be referring to all people universally. Hebrews is addressed to Hebrews—Israelites—and consistently deals with covenant themes: the law, the priesthood, sacrifices, the tabernacle, and promises made to the fathers. The “called” in Heb 9:15 are therefore those within Israel who were covenantally called and accountable under the Mosaic Law, and who are now invited to receive the inheritance promised in the New Covenant (Jer 31:31–34). Heb 8:8 "For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:" Scripture often uses the word called in more than one sense. Israel was nationally called into covenant (Isa 41:8–9), yet not all who were called believed. Jesus reflects this distinction when He says, “Many are called, but few are chosen” (Matt 22:14). By contrast, the Church today is not placed under the New Covenant or redeemed from first-covenant transgressions. Believers are called by grace and sealed at the moment of belief and apart from the law (Eph 1:13; Rom 9:24). Heb 9:15 is not teaching that all people are “called” in the same way. It speaks specifically of Israel’s covenant calling and redemption, not a universal calling to salvation. However, all today (Eph 3:2) are invited to receive the free unmerited gift of salvation by God's grace through having faith alone in Christ alone (Eph 2:8-9).
