How are angels ministering spirits? 

Revelation 1:13-14 says " But to which of the angels has He ever said:

“Sit at My right hand,
Till I make Your enemies Your footstool”?

14 Are they not all ministering spirits sent forth to minister for those who will inherit salvation? (NKJV). 

Hebrews 1:5-14 speaks about the supremacy of Christ above the angels of God. The writer reveals that angels are not begotten of God (v. 5). Despite their exalted status as heavenly beings that God uses as His messengers, angels do not exercise any divine authority in heaven. They are rightly described as ministering spirits. They serve at God's divine pleasure. 

Jesus is however distinct from angels. He is the Son of God, the Second Person of the Godhead who eternally shares full and equal divinity with God the Father. During His incarnation, Jesus never lost His divine essence as God. 

In the preceding passage of Hebrews 1:1-5, the writer of Scripture proclaims thus:

"God, who at various times and in various ways spoke in time past to the fathers by the prophets, 2 has in these last days spoken to us by His Son, whom He has appointed heir of all things, through whom also He made the worlds; 3 who being the brightness of His glory and the express image of His person, and upholding all things by the word of His power, when He had by Himself purged our sins, sat down at the right hand of the Majesty on high, 4 having become so much better than the angels, as He has by inheritance obtained a more excellent name than they." (NKJV). 

We learn from this passage that God spoke through the prophets in the past but has now spoken to us by His Son who God appointed as "heir of all things". This is an affirmation of Jesus' exalted stature as the final prophet. His prophecy is indelibly inscribed in the Scriptures.

Jesus therefore ranks above all powers whether in heaven or on earth or under the earth. Angels are under His authority as the Son of God. They take divine instructions from God and are subordinate to Christ and to God the Father. 

As ministering spirits, angels are therefore servants of God. Christ is not. Here is who Christ is: He is our Eternal God; the Ancient of Days; the One who was, who is, and who is to come; He is the same yesterday, today, and forever; He is the Bright Morning Star, the Lion of Judah; He is the Alpha and Omega.
