The reason for this census was to determine how many of the Israelite males would serve Aaron and his family as priests of the Israelites and to do the labor needed in serving their priestly duties regarding the Tabernacle.

The tribe of the Levites was most likely chosen by God because their numbers most closely matched the total of the firstborn of Israel.

As far as your question regarding a seeming math error, and because we know the Bible is inerrant is that the 22,300 Levites included every male child a month old or more. Of these, 300 most likely were firstborn and therefore already belonged to the Lord. The remaining 22,000 were chosen as substitutes for the first 22,000 of the firstborn of Israel, who also belonged to the Lord. The other 273 firstborn of Israel were redeemed by each paying a tribute of 5 shekels, which was also given to Aaron and his family.

Those serving priestly duties needed to be close to the Tabernacle, so possibly God chose the entire clan of Levites so as not to separate families by just taking the firstborn dedicated to Him from all clans of Israel. I am sure this made things more harmonious and prevented many problems, as well as keeping families together. Also, just another example of God being outside of time, as he had already provided for this need when He "set apart and claimed" the firstborn of every Israelite woman when he saved them from the plague that took the lives of the firstborn of Egypt at the passover.
