The Jews to whom Jesus was speaking were placing their hope of pleasing God and gaining eternal life through their obedience to the Law that God had given to Israel through Moses in the books of Exodus through Deuteronomy.

However, when Jesus (whom Moses himself had foretold in passages such as Deuteronomy 18:15) came to Israel, the religious leaders rejected Him because of what they viewed as His blasphemous claims to be God incarnate.

Jesus was telling them that He would not be their primary accuser before God in the final judgment at the close of the age for their disbelief, but that Moses himself (despite the Jews' professed devotion to him) would condemn them for their failure to recognize Jesus as the fulfillment of Moses' prophecies.
