Who made Paul an apostle?

There were only 12 apostles chosen by Jesus, not 13. How did Paul become an apostle?

As I see it, Paul received his apostolic authority from the glorified Christ through their encounter on the Damascus road, which was followed by the subsequent period that Paul spent in Arabia (which he referenced in Galatians 1:17-18), where he received additional preparation from God.

Also, by my interpretation, the choosing of twelve apostles by Jesus during His earthly ministry corresponded to the tribes of Israel. By contrast, Paul was chosen to be an apostle to the Gentiles, as Jesus revealed to Ananias in Acts 9:15.
