What does this verse mean? Does it say that the law could never give life or that the law is not unable to give life? Compare (NLT) If the law could give us new life, we could be made right with God by obeying it.

Michael, the answer to your question is the former, 'the law could never give life'. In our natural life or human effort, we could never be justified by the deeds of the law. In Christ, we have been declared righteous by grace through faith. We live by the Spirit and are no longer under the law of sin and death. See Romans 8:2
