No. Not all mothers can be stay-at-home moms. This questions requires making a judgment that just isn't possible. Circumstances within the family structure often dictate that she may need to go to work for such a variety of reasons that there wouldn't be enough space here to list them.
It's notions like the one here that have caused a lot of the problems we have in society. People trying to tell everybody who they are and how they need to live. It's ridiculous; the scriptures were never intended to be used in this way.
Does anyone believe that motherhood is the same now that it was in 60 AD? NOTHING is the same now that it was 50 years ago! Nothing except the truth, that is.
New lies have been concocted, but the truth is still the same truth. Does the truth demand that mothers refrain from working outside the home, and stay home to raise children? No! God isn't restrictive like that, but people are. God is much too wise to enact legislation such as that.
The bible is the most misunderstood and misquoted book that's ever been written. It's also used to promote the beliefs of self-serving people.
Women have been marginalized since the beginning of time by men who gain from their marginalization. It hasn't been done to please God, but because men suffer from pride, fear, insecurity, and a boatload of other personal issues.

Men are the ones (have always been the ones) who need to be told we need to be "stay at home" parents. Without the dedication of women, the family would have become extinct eons ago.
Men need to be rehabilitated! The breakdown in almost everything in society is because people promote this kind of churchianity.
