My opinion is that a scoffer is a pessimist, Sharon, to answer your related question. As to what the Bible says about scoffers, read on:

Proverbs 13:1

A wise son heareth his father’s instruction: but a scorner heareth not rebuke.

2 Peter 3:3 (ESV)
3 knowing this first of all, that scoffers will come in the last days with scoffing, following their own sinful desires.

Proverbs 3:34 (ESV)
34 "Toward the scorners he [the LORD] is scornful, but to the humble he [the LORD] gives favor." or in the NET Bible, "Although he is scornful to arrogant scoffers, yet he shows favor to the humble."

Acts 13:41 (NET)
