Jehoiachin, and his mother Nehushta, represented Jerusalem (king & queen mother). Jerusalem was living in general denial of God. God warned them that their kingdom was going to collapse.

This verse is proof that Jeremiah's prophecy given in 2 Kings 24:1-12, had come true. The king at this time was Jehoiachin who's father was Nebuchadnezzar, and the queen, Nehushta, had surrendered thus giving over Jerusalem to Nebuchadnezzar.

Jehoichin and his mother, Nehushta, were taken captive to Babylon in 597 B.C. (see 2 Kings 24:8, 12, 15). A king’s mother often retained domination over the palace court, esp. When the king had many wives who diluted each other’s influence. Jehoichin, who began and ended his reign as an 18-year-old, likely looked to his mother for advice.

This warning from God through Jeremiah to the king and to the queen mother (Jr 13:18) meant that Babylon would swoop down from the north and the nation would be ruined. “Pride goes before destruction, a haughty spirit before a fall: (Prov 16:18 NIV).
