We do not leak in the sense that we need to be "topped up" The Holy Spirit is a person, not a quantity, you are either indwelt by Him or you are not. We are told to be "filled" with the Holy Spirit - Ephesians 5:18 and even a cursory reading will reveal the context is to be controlled by the Holy Spirit, in the same way as a drunk can be regarded as being controlled by alcohol, so we are exhorted to be controlled by the Holy Spirit.

That is a valid question, because if we did leak then surely we could stop it from leaking. We are a spirit and our spirits do need nourishment. Jesus said that man should not live on bread alone but every word that proceeds out of the mouth of God Matt 4:4. 
So, as far as the leaking part i think folks mean that thier spirit man needs food which comes from the bible. Just as our physical man needs food our spiritual man needs food too. 2 Cor 4:16 says our inward man is renewed day by day. The bible is clear on being built up on the word and the spirit. I think people are meaning they are running low or need some food just like the physical man exserts energy. Our spirit man exserts energy, the force of faith. Hope this helps?

I'm not sure what you mean by "leaky vessels". Leaky in the sense that we use the restroom or leaky in the sense that we leak God's love to others or leaky in the sense that we leak goodness and replace it with evil?
