No. Read it very carefully: 10 and with all the deception of wickedness for those who perish, because they did not receive the love of the truth so as to be saved. 11 For this reason God will send upon them a deluding influence so that they will believe what is false, 12 in order that they all may be judged who did not believe the truth, but took pleasure in wickedness. These are they WHO PERISH. In their lifetime they failed to receive Jesus as Savior. It is in past tense. At the Great White Throne Judgment they will be judged for persisting in their denial of our Savior, continuing in their evil.
There is hope of salvation for everyone. The bible speaks in places of people being "given over", sometimes this is done in the hope that it will wake them up, bring them to repentance and faith and trust in Jesus' death for the forgiveness of sins. I would understand this passage in light of what Paul said in 1 Timothy 1:18 This charge I entrust to you, Timothy, my child, in accordance with the prophecies previously made about you, that by them you may wage the good warfare, 19 holding faith and a good conscience. By rejecting this, some have made shipwreck of their faith, 20 among whom are Hymenaeus and Alexander, whom I have handed over to Satan that they may learn not to blaspheme. Or 1 Corinthians 5:4 When you are assembled in the name of the Lord Jesus and my spirit is present, with the power of our Lord Jesus, 5 you are to deliver this man to Satan for the destruction of the flesh, so that his spirit may be saved in the day of the Lord.
Jesus said those who believe not are condemned already. There's no hope for those who resist the teaching of truth by the power of the Holy Spirit, for this sin is unpardonable. Paul teaches in Ephesians 2:12 that without Christ, who is the word of truth, there IS no hope. Many will be deceived into thinking they can believe as they wish, but unless what they believe is based on truth, all they have is deception. There will be no salvation in deception, only for those in faith, which comes from hearing the word of God. Romans 10:17
