Pastoral authority = the responsibility to make decisions affecting the local church. Spiritual – teaching and preaching – it is not unquestionable authority (Heb. 13:7, 17; I Thes 5:12). Financial – maintain integrity; (1) church administration; (2) – business administration. He participates and is accountable to the whole but has one voice. As a facilitator, helps the process and participates, but not a dictator. (1 Tim. 3:3; 1 Pet. 5:2; 2 Cor. 4:12; 2 Cor. 8:18-22; 1 Tim. 4:4; Titus 1:7; 1 Cor. 9:18; Acts 11:29).
