Do demons, Satan's disciples, act on their own volition or do they take orders from Satan?

Great question I humbly submit that it's a combination of both, since Satan was not created to be omnipresent, his works are somewhat restricted by time / space.

All ambassadors of the dark kingdom share the same ideological servitude of their evil master, weather they are demons or just fellow human travelers.

Much like a general commanding troops on a battlefield, there are companies with their own officers and smaller units still with their officers and then there are still smaller special operations units with their own people.

Each knowing the overall battle plan and what part they will play in it, but each has the authority to change their execution of it, to meet the ever changing situations on the battle field, and still maintain mission objectives.

There are some actions that only the commanding general has the authority to execute, reference Matthew 13:19..The kingdom message is such a threat to him that, Satan himself comes to snatch it away before it takes root.

I'm not sure that Scripture speaks to this subject except for that the third of the angels followed him into rebellion. If they followed satan then there is an implication that he led them and leads them now. But even more so is that Satan must follow God. Satan has to ask God's permission for his activities. Look at Job where Satan was not allowed to touch Job till God allowed it. So Satan's activities are limited by God inasmuch that Satan serves God even in his rebellion, for God's ultimate purpose. Praise God!
