Whether it is or is not is a moot point. We know beyond a shadow of a doubt based upon Revelation that Satan will not repent, will be defeated and thrown into the lake of fire. Rev 20:10 and the devil who had deceived them was thrown into the lake of fire and sulfur where the beast and the false prophet were, and they will be tormented day and night forever and ever.

Is it possible for Satan to repent and for God to forgive his actions? No, it is not possible for Satan to repent, nor for God to forgive him, because Satan's rebellion was an irrevocable, fully conscious choice made in eternity, rendering his heart fixed on evil. Satan cannot feel remorse, and his nature is permanently opposed to God. Some key reasons based on theological perspectives include: Lack of Repentance: Satan never seeks forgiveness and, due to his nature, is incapable of true contrition. Finality of Angelic Choice: Unlike humans, angels do not mature over time, and their decisions are considered final, making their fall irrevocable. Full Knowledge: Satan's rebellion was made with full knowledge of the consequences, rejecting God voluntarily. Justice and Scripture: Scripture (e.g.Revelation 20:10) portrays a final judgment for Satan, separating him from the mercy offered to humanity. While God's mercy is considered infinite, the theological consensus is that Satan remains eternally committed to opposing God, placing himself outside of divine forgiveness. Rev 20:10: And the Devil that deceived them was cast into the lake of fire and brimstone, where are also the beast and the false prophet; and they shall be tormented day and night for ever and ever." ESV The Bible's first prophecy (Ge 3:15) states that the'‘seed of the woman'’ after himself suffering a bruising of the heel, will bruise the serpent's head. In fulfilment, other texts show that the Serpent, Satan the Devil, is to be put into an abyss where he will be immobile for a thousand years and shortly thereafter is to be annihilated forever in "the lake of fire," "the second death."—Re 20:1-3, 7, 10, 14; 12:9. G. B. Caird in A Commentary on the Revelation of St. John the Divine, "the lake of fire" means "extinction and total oblivion." This realisation should be easily reached, for the Bible itself states about this lake of fire: "This means the second death, the lake of fire."—Revelation 20:14. Satan and the demons will cease to exist, with no prospect of ever coming back to life.
