I think you are asking "should the leaders of a church ask members of a church for a personal loan?" Perhaps this question would be better phrased as "Should the church leadership be ALLOWED to ask members for a personal loan?" 

The answer would be: It depends. What is the loan for, what is the purpose of the personal loan? Is the leadership going to sign a promissory note agreeing to pay the money back to the individual members? 

There are certain standards that Church Leadership are required to follow. I Timothy 3:1-13 is one passage that would lead one to conclude NO! 

The Bible has A LOT to say about money, including loans. Proverbs 22:26-27 & Romans 13:8 leans towards No, Don't lend money while Luke 6:34-35 & Psalms 112:5 leans towards lending money, to name just a few passages in the Bible. 

How a person handle money is a reflection of one's maturity and trust-worthiness, which is why many jobs today do a credit check on potential employees. "The love of money is the root of all kinds of evil...."I Timothy 6:10
