Does it say any where in the Bible that it is better for a man to plant his seed in the belly of a whore than on the ground?

Is that phrase from the Bible? If not, where did the saying originate?

It does not say this anywhere in the Bible. Certain beliefs like this are common among the biblically illiterate.

The Bible does say that it is better to marry than to burn, presumably meaning to burn with lustful passion so as to be tempted to sin. I Corinthians 7:9.

While this is a VERY creative way to attempt to justify self-fulfilling masturbation and adultery/fornication, via non-penetrative intercourse, it is nowhere in the Bible. 

Regrettably, far too many so-called Jesus Followers, both women and men, want to ignore the New Covenant's repeated commands to sexual purity (Matthew 5:27-28 & 1 Corinthians 6:15-19). 

Our flesh and, especially demonic tempters, have had a lot of practice in helping us to justify our disobedience to Jesus and lust, with creative, fleshy opinion rather than His word. (John 14:15)

Before a person tries to justify their sexual sins by nitpicking Jesus' statement above, they should remember that the mind's eye as well as our physical eyes were undoubtedly to what He was referring in the Matthew Scripture linked above.

That saying probably came from the story of Judah and Tamar in Genesis 38. "Then Judah said to Onan, "Go in to your brother's wife, and perform your duty as a brother-in-law to her, and raise up offspring for your brother." Onan knew that the offspring would not be his; so when he went in to his brother's wife, he wasted his seed on the ground in order not to give offspring to his brother. But what he did was displeasing in the sight of the LORD; so He took his life also." It wasn't the fact that Onan spilled his seed on the ground in itself that displeased the Lord, it was the fact that Onan didn't follow God's instructions in a situation such as that and provide an heir for his brother. (Although masturbation is a sexual sin we should refrain from. Remember Jesus' comment about lusting in your heart.)

No, I think you have it backwards. It is never better to plant your seed in the belly of a whore. 1 Corinthians 6 bears me out on this. "Or do you not know that he who is joined to a prostitute becomes one body with her? For, as it is written, 'The two will become one flesh.' 17 But he who is joined to the Lord m becomes one spirit with him." So how much better to be joined to the Lord!

Gary Patton cited the 1 Corinthians passage, too.

I believe you are thinking of the account of Onan. "Onan’s sin was his refusal to raise up a family to perpetuate his dead brother’s name (Deut. 25:5–10; Ruth 4). This is called “levirate marriage” from the Latin word levir,
which means “brother-in-law.” The tense of the verbs in verse 9 indicate that whenever Onan and his wife had intercourse, he interrupted it so she couldn’t get pregnant. This repeated refusal to obey God displeased the Lord, and God killed him.
