I feel it means that God (Father, Son and especially the Holy Spirit) wrote the Books of the Bible so that we can know the mind of God and know what He expects from us in this life. Every word is the Truth, the Way and the Life for us. Thus, if you believe it, the road for Salvation is there for us, because Jesus is the Salvation.
Does the Catholic Church officially teach that the Bible is the actual Word of God (plenary), or do they teach that it is generally inspired in concept but are actually the writers' words? I know several Catholics who don't believe that every word of the Bible is the actual, real, Word of God, but rather loosely "inspired".
