It appears to me that Jesus did not come walking out to save them but had some other lesson in mind?

ESV - 48 And he saw that they were making headway painfully, for the wind was against them. And about the fourth watch of the night he came to them, walking on the sea. He meant to pass by them.

I always want to start my answer to a question like this by stating that I do not know but my conjecture is: Jesus saw them from land and went out to them so I don't think He had any intention of passing them by. Most of scripture dealing with Jesus with his disciples involve Him teaching them lessons. He was probably walking parallel to the boat (thus giving Mark the idea that He was passing by them) waiting for them to notice Him and call out to Him, thus setting up the lesson. The lesson here being "The courage! Be not afraid! I am with you!"
