One of the strongest reasons procreation has been viewed as mandatory is because of natural law. Children are a natural result of sex. However, just because something is natural does not always mean it is required. For instance, sex within marriage is a natural, God-ordained event. 

Nevertheless, Paul in 1 Corinthians 7 not only allows, but encourages people to forgo marriage under certain circumstances, hence encouraging them to suppress their natural sexual desires. Therefore, natural cannot always equal mandatory.

In the Passage Gen.1:27 Triune God declares that man is to rule other God’s creation. God says nothing about procreation. But God said to Adam and Eve exclusively to `be fruitful and multiply’ (Gen1:28) 
Procreation is one of the most basic purposes of marriage. God designed marriage to produce more people who reflect His image (Genesis 1:26–28 and 2:22–24). Marriage produces family. This is God’s first and most fundamental institution. God has never changed or rescinded the order to “be fruitful and multiply.”

According to the Bible, sex has two purposes: not just procreation, but also delight and intimacy.
