I myself do not practice magic or believe in these things, so it is only make-believe, but is it all right to publish a children's novel with magic in it?

I'd say that it would be a case-by-case judgment, depending on the content or the underlying message of the writing. Some authors (such as C.S. Lewis) wrote such stories that had a purposeful allegorical Christian meaning. However, I can easily see where an author could, if he or she wished, use such themes or characters to introduce readers to the occult or other non-Biblical or anti-Biblical subjects.
