Why would Nineveh have to "draw water for the siege" if it was located on the banks of a river?

As I interpret the passage, even though Nineveh may have been located on the bank of a river (the Tigris River, specifically), the fact that the city would be under siege (which I conceive of as being totally surrounded) would have meant that the enemy armies surrounding it would have destroyed the aqueducts or other means by which water from the river was routed into the city, and/or prevented the residents of the city from gaining daily access to the river's water outside the city's walls. A reserve of water would therefore have to have been stored within the confines of the city in order for the city to have enough to last until such time as the siege was lifted or could be broken.

And in this scripture God has judged Nineveh for their sins and extreme cruelty and He is the commander against them. (Nahum 3:19; Psalms 107:34)

After heeding the message for a time Nineveh would return to their old cruel ways which would lead to their own destruction.(Jonah 3:10)
