What does the prophecy mean in Daniel that, "He... shall intend to change the law"?

Who is he that shall speak great words against the most High, and think to change God's times and God's law?

Daniel 7:25

ESV - 25 He shall speak words against the Most High, and shall wear out the saints of the Most High, and shall think to change the times and the law; and they shall be given into his hand for a time, times, and half a time.

I humbly submit that this part of the prophecy is a general spirit of lawlessness and unbelief against all Divine or human institutional authority.(2 Thessalonians 2:9)

Which will among other things try to change the observance of God's instituted seven sacred assemblies "the Jewish feasts" (Leviticus 23:1-2).

Antiochus, sought to interfere and suppress the Jewish religion by prohibiting the observance of religious festivals and other ordinances of the law.

The Jewish calender uses both lunar and solar movements as the months are determined by the moon and a 360 day year is determined by the sun.

The Gregorian calender established by Pope Gregory VIII in 1582 and used by most Western nations is a solar calender of 365 days.

Consider on the Western calender Easter Sunday fell and was celebrated at sun rise on the 27th day of March 2016.

But on the Jewish calender Passover began at sun set on the 22 day of April 2016 (Jewish year 5777)

Papal power acknowledges the power and authority to change God's Law. The pope is of so great authority and power that he can modify, explain, or interpret even divine laws. The Catholic authorities also acknowledge changing The Law of God. His Ten Commandments. This is in the Convert's Catechism of Catholic Doctrine.
