In my personal opinion, Lucifer's rebellion against God did not take place until after the completion of God's creative work. If it had occurred before then, it would not have been possible for God to pronounce His creation "very good" in Genesis 1:31, or for "all the sons of God" to shout for joy (Job 38:7). 

Since Satan was, however, obviously active by the start of Genesis 3, I would say that his rebellion must have occurred at some unspecified point between Genesis 1:31 and Genesis 3:1.

Nehemiah 9:6, "Thou even Thou art Lord Alone -Thou hast made heaven, the heaven of heavens, with all their host, the earth, and all things that are therein, the sea and all that is therein, and Thou preservest them all; and the host of heaven worship Thee.."

God, Elohim - the three in One - John 1:1, "In the beginning was the Word and the Word was with God, and the Word was God."

God created -bara (Hebrew) - shaped, formed, made anew, recreated

Heaven - shamayim, is plural in Hebrew = all parts of heaven, the heavenly bodies, the different beings, the angels, cherubim, seraphim, the host, the sons of God.

Koh-Khahv - Hebrew for star. Satan is considered the morning star. Isaiah 14:12, "How art thou fallen from heaven, O Lucifer, son of the morning..."

Ezekiel 28:12-14, take up a lamentation...thou was full of wisdom, perfect in beauty, had been in Eden -the anointed cherub..Ezekiel 1:5

Job the oldest book of the Bible tells us, Job 1:7, "And the Lord said to Satan..." conclusion, Satan had access to heaven, he had been there...

Job 38:4,7, "God asks Job where he was when God created...when the morning stars sang together and all the sons of God shouted for joy?" (Sons of God are also in Genesis 6)

Genesis 1:2, "And the earth was without form and void...and darkness was upon the face of the deep -" 

Darkness a symbol of anti God, no light, no goodness....

What happened?

Isaiah 14:12-15, " How art thou fallen from heaven o Lucifer son of the morning - thou hast said in thy heart...I will exalt my throne...thou shalt be brought down to the pit..."

Satan, Lucifer was the anointed cherub, he was FIRED for his insubordination! 

Genesis 1:2, notice the earth was without form - void!

Jeremiah 4:23-25, "I beheld the earth, lo it was without form, and void,...lo the hills moved...all the birds of heaven fled..."

Satan had been cast aside, he refused to worship God. He had a really big tantrum! 

But the? Is where was Satan when God created the universe? Notice heaven and the heavenly host were created first. The earth next...and everything else. So, I conclude that Satan was in the heavenly with Elohim, a created cherub.
