16 But the children of Joseph said, “The mountain country is not enough for us; and all the Canaanites who dwell in the land of the valley have chariots of iron, both those who are of Beth Shean and its towns and those who are of the Valley of Jezreel.”

In my opinion, the representatives from the tribe of Joseph mentioned the chariots fitted with iron (which I interpret to be chariots with sharpened metal scythes projecting out from the wheels) to emphasize what they felt would be the difficulty of defeating the Canaanites in battle, in an effort to persuade Joshua to allocate them a portion of land that would not present this difficulty.

Joshua responded in Joshua 17:18 by assuring them that they would be able to drive out the Canaanites, which would give them the additional land that they were seeking, without having to allocate land from other areas or tribes to them.
