The Levites were the designated priestly tribe of Israel, and were responsible for the religious/worship lives of all the other tribes. As such, they were dispersed among those tribes, and were not given a separate land allotment of their own, as the other tribes were. God said that He Himself was their inheritance (Deuteronomy 18:1-2). This would be more beneficial for the other tribes, since they would not have to travel long distances to have access to the Levites, who would instead already be living among them.
