I would say that, aside from violating the general biblical command that people are to love their neighbors as themselves (Leviticus 19:18), vandalism would also be contrary to the Ten Commandments (Exodus 20:15)(since such conduct could be regarded as "stealing" the property's value).

Also, there were specific provisions in the Law given to Israel (such as Exodus 22:5) that required restitution in cases where one individual deliberately or maliciously damaged or destroyed property belonging to another (which I would interpret as being the essence of vandalism).
