This chapter in Matthew talks about who is the greatest. Jesus is addressing the disciples. You may cross reference this section in Mark 9:33-37, or Luke 9:46-48. Verse 10 of Matthew 18, the little ones referred to, are in my opinion, believers, or a child. It simply implies that angels watch over and serve believers on earth. In verse 6 of this same chapter, Jesus says, "Whoever causes one of these little ones who believe in Me to sin, it would be better for him if a millstone were hung around his neck, and if he were drowned in the depth of the sea." Hebrews 1:14, "Are they not allowed ministering spirits sent forth to minister for those who will inherit salvation?" Angels are mere servants of God. Believers will one day inherit the Kingdom or rule in God's kingdom as reward for service to Jesus the Son. Colossians 3:23,24, "And whatever you do, do it heartily, as to the Lord and not to men, knowing that from the Lord you will receive the reward of inheritance; for you serve the Lord Christ." I do not agree that this chapter of scripture has anything to do with abortion laws of today..
