Yes, it is the same prophet Jonah who is spoken of in the book of the Bible bearing his name, although that book contains no mention of the prophecy referred to in the passage from 2 Kings cited in the question. Some commentators have suggested that, despite that fact, the prophecy on the part of Jonah referred to in 2 Kings was known to later prophets in the Bible, and incorporated or used as a basis by them in their own prophetic writings (such as in the fifteenth and sixteenth chapters of Isaiah).

Yes, and this verse, 2 Kings 14:25, gives us some clues about the period of Jonah's ministry--prior to or during the reign of Jeroboam II (793-753 B.C.)
