In my opinion, the passage is referring not only to the descendants of Jacob when speaking of Israel, but to the extension of God's kingdom in the future time of which Isaiah was writing to believers in Christ who would make up "spiritual Israel". These believers would be dispersed over a much wider area than just people who are Israelites by birth; and would therefore travel very great distances to reach literal Israel. (Paul used the same imagery in Galatians 6:16 when speaking of the Christian church.)
